Liberty…then and now:

‘…The principle was liberty. Citizens were responsible for what they did, not for what somebody else imagined they may do. Genuine liberty still applies when it’s agreeable to social engineers, the ban on racial profiling for one, but as a general proposition the notion of presumed innocence has been replaced by presumed guilt even when no criminal act—as formerly understood—has been committed. This is beyond victimless crimes, it means crimeless crimes, even intent need not be demonstrated, nor even inclination, we can be guilty of an offense merely by having the means to do so. This sorry idea has created a new criminal class, namely: everybody. The citizen, formerly at liberty, is now at large, as if a parolee.’
