Syria will never be “won”, nor were Iraq, Afghanistan and Libya. Attempted “nation building” at huge expense of lives and money hasn’t worked since WW2.
And it worked in WW2 because the civilian recipients of the aid were at least halfway civilized to begin with, quite apart from the decisive military victories over their armies. The current rules of engagement don’t allow the necessary force to ensure winning. “The essence of war is violence, and moderation in war is imbecility”
