      When Pilger took over the Election Crimes division of the DOJ Criminal Division he rewrote a manual on investigating and prosecuting various types of election-related crimes. It tells Assistant US Attorneys that “they must consult with and obtain approval from Election Crimes Branch before an AUSA or FBI Agent can do anything operationally in response to an allegation that an election-related crime might have taken place”. Without their approval, there would be no investigation. In effect Barr has said to AUSA’s if you have substantial evidence of election fraud you have authority to investigate it.
