The homeless lump is more immediate. Old cities are a relic of 19th Century rail travel and early 20th Century technology (telegraph. telephone, teletype). Businesses, employees, and residents are leaving for the “surround” (where the action is). Eventually the desolation is to be the green house for the new “Illegal” replacement population, but for now, tents and trash mean income for the pols. Hey! It worked in Compton (Calif). Ayn Rand, in 1957, depicted the Detroit of today in Atlas Shrugged, but it wasn’t due to the reasons she imagined. She was right about the manipulators, but they are almost all upper class and their servants. Few of her many common-man fans recognized how much she despised them for something so middle class as loyalty.
