Both of these have been attacked by those who wish to destroy such societies. These persons have done so from various angles for various reasons but in the end it distils down to control of a compliant population. How they achieve their idea of utopia invariably results in the punishment of the unwilling and as we have seen in the 20th century usually results in the culling of the dissidents.
The modern day Machiavelli comes in the form of excessively wealthy technocrats who think making money through a particular skill has bestowed on them the wisdom to decide how others must live. Invariably these technocrats have neither the intellect to formulate a philosophy to guide modern behaviour nor the morality to set out an ethical system of values and principles of conduct, so their modus is to install fear – fear of disease, Armageddon and death. Their enemy is an educated population that sees through this and resists in large numbers.
It does seem that self-anointed “elitists” have a belief that part of their “saving” of the human race is to reduce the number to manageable amounts for their plans to work. Billy Goats is probably the most evil and has tried for years to use vaccines to reduce birth rates or reduce populations as is his stated agenda.
