When I asked at what level the government set the optimum level of Carbon Dioxide (CO2) in the atmosphere, you replied that you didn’t know at the moment but you could get the information in a couple of days. I would be most grateful if you would now provide the requested information.

    During our conversation you noted that the Government Climate Change policy refers to limiting the rise in temperature. Having reviewed the Government’s public position, I see where the restrictions on CO2 emissions are the principal means to be used to achieve the limit on temperature rise. However, I do not see any reference to a calculated optimum level of CO2 which is necessary to have an objective assessment of the effectiveness of the measures taken to restrict CO2 emissions.

    I am sure you would agree that even if New Zealand achieved the maximum reductions in the stated target, the effect on global CO2 levels would be negligible and have no measurable effect on world temperatures. China and India are known to be the major contributors to anthropogenic CO2 in the atmosphere. What leverage does New Zealand have to force these two nations to drastically reduce their emissions? Which brings me back to my original question. What is the optimum level of CO2 in the atmosphere? The current level is about 400 parts per million (ppm) or 0.04%. Is the optimum 300 ppm, 500 ppm or 1000ppm?

    If the government has determined an optimum CPO2 level I would appreciate information on how that optimum was determined and calculated.”
