I commented to a friend today that this is a clear parallel to the perverse incentives of welfare. These savage scum were running a protection racket over the dolphins (“hmmm. Nice marine mammals you’ve got there. Be a shame if something happened to them) in much the same way as today’s welfare is simply protection money paid to a scum underclass to keep them from running riot over the civil society.
