I have seen malls and shops in areas like that before where the poor merchants are stuck in businesses that are circling the drain.They get stolen from constantly,merchandise trashed otherwise and their “representative”politicians do nothing but heap new taxes and regs on them.Also 10:1 they get sued by every member of that tribe. Alternate title for that clip could be “How Modern Detroit came to be”

Also, one of the maori gangs had a fund-raising drive a few years back. Since they opted for armed robberies over cake sales, chook raffles etc it necessitated beat-cops carrying side-arms -which was unheard of in N.Z.
