    The guy just needs to point to the area of the harvest that corresponds to the levy. “There they are, bureaucrats. Go pick them!”
    A pensioner allegedly did a similar thing with whitebait down the coast. Caught selling a feed on the bank ‘undercover’ IRD pinged him for the heavy withholding tax. Next run he took the wht percentage and tipped it over their front desk.
