I say give the parents a choice.Either the whole family can go packing,or just the parents go home and the kids can stay and be adopted out.
It’s a moral trap of course,if things really are soo bad back home,what parent would not make the decision to give their children a chance at a better life?If the answer is no,then the kids are no more than stage props in a perverse theatre.
