I think the answer to this one is simple, the citizens should seat a jury, try the suspect and if found guilty sentence him to hang. I’m sure some rope can be found along with a suitable tree nearby.

Excellent. I can not understand why the President has not been able to exert some kind of overall direction in support of the Police.
