A friend of mine in Florida worked for a few years with INS in Miami during the early 1980s, and as he spoke excellent Spanish (He was from Spain) and was given the job of sorting out the Cuban refugees, who to a man or woman, said they were former political prisoners and hated Castro, which was a sure fire ticket to America during the Cold War.
However, the thing that gave most of them away were the gangster tattoos, and the fact they knew nothing about politics other than the communist Cuban variety.
What had happened was that Castro had cleaned out his prisons and put the inmates on leaky boats sailing to Florida, which is only 90 miles from Cuba is some places.
I would imagine that many of the “political prisoners” sailing to Australia were on the chain gangs in their countries until a government decided to export its problem children.
